Governance
Review the 2023 Charter Review Commission recommendations and the results of any 2025 charter amendment updates to assess the need for additional amendments. This will ensure that our governing documents provide the structure and authority for efficient and effective government.
Collaborate with the administration to ensure better operating processes, communications, and transparency between the two branches.
Community Engagement
Review community group landscape and the city’s current relationships with these groups to determine how to reengage and leverage their expertise and contributions to the city.
Convene community listening sessions in all neighborhoods to understand resident priorities and concerns for the new administration.
Implement recommendations from the Racial Justice Taskforce.
Survey city-owned land and report out to the community what parcels the city is considering for development
Cybersecurity/Data Privacy
Introduce legislation requiring the city to safeguard residents’ personal information and implement baseline cybersecurity requirements across the city’s technology systems. Recommend budget allocations as needed.

RESTORE BASIC CITY SERVICES AND CONFIDENCE IN GOVERNMENT.
Public Works
Assess remaining issues concerning this underresourced and understaffed department of the city and identify legislative and budgetary solutions.
Undertake a review of snow removal, leaf, and bulk pickup policies as compared to neighboring municipalities. Introduce legislation as necessary to improve these services.
Ensure a five year capital plan is part of the budget process that will address street conditions and public works services generally.
Review plans for meeting sewer consent decree requirements and assess the future impact on residents and any needed legislation or budgetary considerations.
Parks and Recreation
Assess all city park and recreational resources and work with the administration to bring them back to full service.
Explore regional partnerships (e.g. Metroparks) and work with the school board to improve spaces like Millikin Park and open the Heights High pool to residents, maximizing our shared resources for all.
Prioritize the revitalization and realization of the full potential of our parks and recreation spaces, including:
Community Center ice rinks and fitness center
Cumberland Pool
Denison/Forest Hill Parks
Launch the Cumberland Pool redesign and rebuild.

Housing/Taxes
Review the 2018 Cleveland Heights Grow Tax Savings Plan - to help homeowners receive property tax savings for improving their homes. Introduce legislation to update the program to reflect current economic conditions and incent home improvements. Promote the opportunity to all residents and ensure that all residents pulling permits for eligible work are made aware of the program automatically.
Explore legislation to revise housing code requirements and improve code enforcement for aging properties.
Pursue developers for infill housing in Desota/Taylor neighborhood.
Support and move forward the Accessory Dwelling Units zoning code change process.
Economic Development
Attract new businesses to our business districts to fill storefronts and revive those areas. Explore commercial vacancy fulfillment incentive programs.
Provide legislative and budgetary support for the Severance development project.
Community Engagement
Work with community groups, special improvement districts, merchants associations, and others to publicize various city programs and understand what additional programs could be helpful.
Engage in conversations with NOACA, Cuyahoga County, Metroparks, and others to explore beneficial partnerships for Cleveland Heights.
Execute MOUs with various community groups to define and codify their roles in support of the city and its residents.
Cain Park Transformation Project:
Review Cain Park financials and operations to assess the need for improvements.
Work with community groups to conceive of legislation and budget allocations needed to improve capital components of the park and create cohesive programming throughout the year.
Universal Code Review
What ordinances are out of date? What needs to be updated? We need to make sure our legal and regulatory framework meets the needs of today’s Cleveland Heights.
